Are you buying a property that is larger than the designated area or dividing your existing plot? Then you are facing an official transaction called subdivision. Subdivision is a land surveying transaction in which a plot of land is separated and a new, independent and official property is formed.

While the process may sound technical, it is almost always a necessary step. It gives your plot of land official boundaries and its own property ID, which is a prerequisite for obtaining a building permit, for example. This guide will walk you through the steps of the zoning process, the factors that affect it, and why it is one of the most important legal safeguards for a property owner.



What does segmentation mean and why is it necessary in practice?

Blocking is a legal and technical measure in which:

  1. The designated area (a designated part of the property) is separated from the parent property.
  2. The official boundaries of the new plot are measured and marked on the ground.
  3. The new plot will receive its own, unique property ID (e.g. 123-456-7-89).
  4. The new plot of land is registered as an independent property in the land register maintained by the National Land Survey of Finland.

It is important to understand: Although subdivision is not legally mandatory – the designated area can be owned jointly with the parent property – it is practically necessary for almost all property owners. Without subdivision and a separate property ID:

  • You cannot get a building permit. A building permit is always issued for a specific property, not for an unspecified area.
  • You cannot use a plot of land as collateral for a loan. Banks require an independent, registered property as collateral.
  • Selling a property is significantly more complicated.

The zoning process is automatically initiated when you apply for and receive a title deed for the land you purchased. This is why many people consider it mandatory.

Who performs the segmentation?

Jurisdiction depends on the location of the plot:

In a local plan area: The subdivision is almost always carried out by the municipality's property engineer or city surveyor.

In sparsely populated areas (outside the local plan area): The subdivision is carried out by the National Land Survey of Finland.

Stages of Block Delivery – How does the process proceed?

Although the process varies from municipality to municipality, the main steps are generally as follows:

Initiation: Once you have received a legal notice for the area you purchased, the National Land Survey of Finland or the municipality will automatically start the subdivision process. You can also apply for subdivision yourself to speed up the process.

Initial preparations: The delivery engineer collects the necessary information: purchase documents, planning regulations and any encumbrance agreements (e.g. rights of way).

Editorial meeting and fieldwork: This is the most visible part of the process.

The delivery engineer will invite the landowner and the owners of neighboring plots to the site.

The boundaries of the new plot are reviewed in the field. They are often based on the map annex to the deed of sale.

Official boundary markers (usually metal pipes or bolts in rock) are installed in the terrain.

At the same time, the necessary encumbrances, such as rights of way or rights to water and sewer lines, are processed and established.

Decisions and documents: The delivery engineer draws up a delivery map and makes decisions about new boundaries and rights.

Registration: Once the transaction has become legally binding (after the appeal period), the new property is registered in the land register. At this point, the plot officially exists.

How much does it cost to subdivide a plot of land and how long does it take?

  • Price: The price of subdivision depends on several factors, such as the size of the plot, the length of the boundaries and how many new boundary markers need to be installed in the terrain. In a local plan area, municipalities often have fixed fees. In a sparsely populated area, the National Land Survey of Finland's fee is based on the amount of work. The price typically varies from around 1,000 euros to several thousand euros.
  • Duration: The entire process from initiation to registration takes an average of 3–10 months. The duration is affected by the workload of the authorities and the complexity of the submission.

    Why are clear boundaries so important?


    Officially measured and registered boundaries are the best legal protection for a property owner. They prevent future boundary disputes with neighbors and ensure that you know exactly what area you own. Without official zoning and a property ID, you cannot apply for a building permit, pledge the plot as collateral for a loan, or sell it as a clear entity.
